Mayor's Scandal

Hello and welcome to Channel 9 Eyewitness News, your source for news as it happens. I'm Mayra Stark, your Blueberry Bluff News Reporter. Today's news report is a special edition and we are only covering one story.

It is well known gossip by now that there is a scandal concerning Mayor Eberlee. It is more of a moral scandal as opposed to one of political nature, however it is a scandal that everyone is talking about nonetheless. And Channel 9 Eyewitness News was the first to interview Mayor Eberlee concerning this matter. But first, let me re-cap what has happened this period that brought about this story. This is the true story of The Mayor's Scandal.

The Mayor's Scandal is the most talked about story during this period. It first started when a Blueberry Juice photographer caught the Mayor and his lover in the act. The photo's made the front page of the magazine and a record number of copies sold within the first 24 hours that it hit the stores.

Who is the lucky lady, you ask? She is none other than Olesia Newbury, Culinary Advisor and City Council Chair. Mayor Eberlee and Ms. Newbury met during the first Blueberry Bluff elections of course, but their first encounter with each other outside of the office or council meetings was at the Livingstone/Rankin secret wedding (also mentioned in the Blueberry Juice). There were reports from other guests that Mayor Eberlee and Ms. Newbury were not getting along that night. They couldn't seem to find anything to talk about, and even ended up in a rather immature argument in which the Mayor was seen "plugging his ears like a five-year-old".

Rumors started flying the next morning however, when it was reported that Mayor Eberlee stayed over at Ms. Newbury's house that night. The couple was seen that morning saying goodbye in a rather affectionate manner.

Later that day, Mayor Eberlee stopped by Ms. Newbury's home once again. It was during this encounter that the Blueberry Juice photographer captured the now famous photograph that is on the front page of the magazine. It is of Mayor Eberlee and Ms. Newbury in a passionate embrace, that ought not to be open for public viewing in my opinion. However, here it is:

Now, normally the Mayor's personal relationships would not warrant this much gossip in the community. However, this love affair took another turn that have residents of Blueberry Bluff in a state of shock and outrage. Reports came in that Ms. Newbury was pregnant, and that the father was none other than Mayor Eberlee. In such a conservative community, the fact that they were not married and expecting a child, along with the fact that Mayor Eberlee is our leader and Spokes Sim and thusly expected to behave in a respectable manner, caused outrage and outcry from the community.

Once the initial shock and anger subsided, the community's focus turned to whether Mayor Eberlee was going to step up and take responsibility for his actions, as well as whether he was going to recognize the child as his own and care for it as he should. Mayor Eberlee has never made a formal statement about his relationship with Ms. Newbury or their assumed child, however his actions have spoken louder than words ever could. Mayor Eberlee was present at the birth of the child (a little girl whom they named Brittany) and even gave the baby girl the last name of Eberlee. He also stayed with Ms. Newbury as much as possible once they brought the baby home. Eyewitness reports were saying that the Mayor was completely besought with his new little baby, and openly happy and loving with her.

Brittany Eberlee soon had her toddler birthday, and the Mayor invited Channel 9 Eyewitness News to her birthday party. He is finally ready to give a statement about the goings on in his personal life, and wants to clear up some of the falsities that have been spreading around. Mayor Eberlee, along with Olesia Newbury, agreed to an interview with me during their daughter's birthday party. Stay tuned for his first public appearance since the birth of his daughter, after this commercial break.

Welcome back. Coming up is Mayor Eberlee's first public appearance since his moral scandal, and he wants to set the record straight about what happened and what his plans are for the future.

Here we are at Brittany Eberlee's first birthday party. Her parents, Mayor Lucas Eberlee and Olesia Newbury are in attendance, as are several other prominent sitizens of Blueberry Bluff. Mayor Eberlee appeared excited and happy as he brought his daughter to her birthday cake.

Brittany Eberlee transitioned into a very pretty toddler, and both of her parents couldn't be prouder. I must say, watching those three together, you'd think they were a traditional family.

After the festivities died down, I was able to sit down with the Mayor and Ms. Newbury along with their daughter for a short interview:

Mayra Stark: Thank you for inviting me and Channel 9 News to this lovely birthday party, Mayor Eberlee and Ms. Newbury.

Mayor Eberlee: It is our pleasure Ms. Stark. I am very happy to finally have the opportunity to sit down and tell the sitizens of Blueberry Bluff exactly what has been going on with the recent events.

Mayra Stark: That is wonderful to hear. So, let's get right down to business then, shall we? Why did it take you so long to make a statement to your public about this "scandal"? Didn't you know your sitizens were demanding an answer?

Mayor Eberlee: I heard all of the rumors going around, yes. I even purchased a copy of the Blueberry Juice to read what people were saying. However, some things in life are private and meant to be cherished. I wanted, nay...needed to take some time and cherish my time with my family.

Mayra Stark: That is actually one of the reasons why the sitizens of Blueberry Bluff wanted answers, Mayor...your family. Isn't it true that you and Ms. Newbury are not married, yet had a child together?

Mayor Eberlee: Yes, that is true.

Mayra Stark: And do you not think that it sets a bad example for the community to engage in such practices outside the constitutions of marriage? This is the lone reason that the community has responded to your "love affair".

Mayor Eberlee: I understand those are the views of the community as a whole. However, there is no law against having a child outside the confines of marriage. That being said, Olivia's pregnancy was not planned by either party and all precautions were taken to avoid such an occurrence. But nature took it's course and we now have a beautiful daughter that neither of us would trade for anything in the world. I do not regret any decisions we made in our relationship, but I do apologize if we have offended anyone in the ways of our private life.

Mayra Stark: And Ms. Newbury, when you found out that you were expecting...were you at all concerned about how Mayor Eberlee would take the news? Were you afraid he would run out on you?

Olivia Newbury: Oh heavens, no! By the time Brittany was conceived, Lucas and I were very much in love and I knew that he would be thrilled to hear of my pregnancy. I knew that it would mean some trouble for us, politically speaking. But from the moment I told Lucas, we knew that it was meant to be. He proposed to me that night.

Mayra Stark: So you are now engaged? When do you plan to get married? One would have assumed you would have gotten married before your baby was born...why the wait?

Mayor Eberlee: Well Ms. Stark, we are planning to have our wedding on Simday 8; that's the tentative date. As for our reasons for waiting, there are a few. First of all, we knew that the community would take it even harder had we quickly arranged an impromptu wedding and then had a baby the next day. Not to mention that Olivia wanted to be back in shape so she could buy a beautiful wedding dress! Secondly, we both live in separate apartment buildings right now, and needed some time to get our affairs in order before moving in together. We were also hoping to save up money the rest of this period and buy a home at the beginning of Period 2. And lastly, we wanted to do things the right way; so we are in the stages of planning a huge wedding to kick off our life together.

Mayra Stark: So at this time, you are still not living together? Are you planning to have any more children before your wedding?

Mayor Eberlee: *chuckles* That is correct, we are not living together at the moment. As for the second question, we are not planning on having anymore until after we married and settled into a home. But one never knows what fate has in store for you. So I cannot truthfully answer that question!

Mayra Stark: Well, thank you for choosing Channel 9 News as your first public appearance since this came to light. I must say that you three look like a darling family, and no matter how it came about I'm sure it's for the best. Everything is looking up for you, and I'm sure our public will appreciate your honesty in this very personal matter!

Blueberry Bluff is a lovely place to live, or even just to vacation. With businesses springing up left and right, there's plenty to do for fun and recreation. Just take a look around our website and see for yourself!

Health Insurance

Due to the probable illnesses, it has become apparent that Blueberry Bluff residents are in need of health insurance. Without health insurance, hospital bills can be rather expensive. For families that are just starting out, it might be down right impossible to pay for necessary medical care. I have proposed a plan of action to the City Council, in order to ensure that every resident of Blueberry Bluff will be able to afford medical care for their families. This health insurance plan was first put into action by Dr. Maya Sheffield of Harper's Cove.

Here is the plan that the Council agreed upon:

A family will have health insurance by paying $70 per period per adult and $30 per period per child. A child is considered to be under the age of 18. In addition to this monthly fee, there will be a deductible that must be met each period (7 simdays) before the insurance will cover the services. This deductible is $500 per family, not per person. Once you have paid your $500 deductible, the rest of your medical care for that period is paid for by your insurance company in total. There will also be a copay of $30 for general doctor visits. This copay is due whether you have met your deductible or not, and whether you have to stay in the hospital or not.

In addition, residents pay the medical insurance to the City Council, and the City Council pays the remainder of their medical bills (minus deductible and copays) to the Doctor who performs the services.

For example:
John and Jane Doe have paid $140 during period 1 in order to have health insurance (that's $70 each). Jane goes into the hospital to have a baby. The hospital bill for her stay and labor and delivery equals $1,000. John and Jane pay $500 (the deductible), and their insurance covers the remaining $500. During that same period, John comes down with a mysterious illness and goes to the doctor, who then sends him to spend 2 days in the hospital. John pays a $30 copay to the doctor, but owes nothing for the hospital stay because the Doe's have already met their $500 deductible for the period.

I am confident that this plan will greatly benefit Blueberry Bluff and its residents, as it has other communities. It will help obtain the health care that they need without sending our residents in debt. Strawberry Lane Apartments

Rent for all of the Strawberry Lane Apartments at 400-405 Strawberry Lane is: $800 per period. If the Sim doesn't hold an Individual Account, the Sim must pay the amount (using the Donate Money function on Monique's Computer found at ModTheSims2.

Rent is officially due on the 7th simday (simday 7, simday 14, simday 21, etc.) before 6:00 pm. There is a $100 late fee to be added daily if not paid on the 7th simday.

After 7 additional simdays and rent has not been received, the household will have to pay the previous rent and the current rent due, plus any late fees. If the sitizens still don't have the money to pay, they will be asked to move out and forced to sell all their belongings up to the amount owed, in a public auction sale. Any monies that can't be recovered from the public auction, will be written off...a supreme "No-No" in the Administration. We lose money and we lose all faith in you. It will be hard, but not impossible, to rent or purchase property in the future. You will have to prove that you can handle the payments.

1. No household can live in the Strawberry Lane Apartments for more than 21 simdays, consecutively. Blueberry Bluff encourages home ownership, and needs the space for new Sims immigrating into the area.

2. Yards are to be kept up by the tenants. A fine will be incurred every 7th simday, if the yard is overgrown with weeds, any stray/owned dogs dig holes, garbage is left out, shrubs need trimming, or any leaves left unraked.

Home Ownership and Property Taxes

Home Ownership Rights (HOR) can be bought, sold or inherited only by Settled-In Sims. City Council holds all Home Ownership Rights and all purchasing transactions are made through this office. In other words, to purchase a home, you would go through the City Council. Any Sim can own a home no matter how much it's listed for, if they purchase a Home Ownership Right and they have 10% of the listed price of the property to put down, then they can purchase that lot. The remaining portion of the mortgage is paid in property taxes every 7 simdays for the duration of the buyer/buyer's family living on the lot. Property taxes will always be due every 7th simday, no matter if the mortgage is paid off.

If and when a mortgage is paid in full, the property tax will be reduced to $700, due every 7th simday. Also, the Home Ownership page will be updated to declare that the mortgage is paid in full. The City Council will accept lump sum payments on mortgages when taxes are due, to get them paid down faster.

If a Sim moves before the mortgage is paid, and they have no Buyer to take over the mortgage, then they will have to pay the City Council the difference owed on the listing price. The City Council pays back their Home Ownership Right only, but keeps the 10% they originally put down.

Homeowner's Benefit: The homeowner will have to take responsiblity on some of the mortgage that is owed on the property, but will get their HOR back, so they at least have that to buy another house with.)

If a Sim cannot pay their property tax, they will have until the next period (the 14th simday by 6:00 p.m.) to pay 2 tax payments plus $100 daily late fee, plus 2% daily interest. If payment is not received at that time, they will be sent a foreclosure notice that will be displayed in their front yard, and they will have to sell their belongings in a public auction until the payment is fulfilled. The owner of the home will have to spend 2 days in jail.

If by some odd chance, payment could not be fulfilled through public auction, the household will have to move out of the lot, relinquishing all of their belongings and cars. The owner will spend 3 days in jail. And, the owner and spouse will not be able to purchase another Home Ownership Right -ever-, but they can rent. Their children and future heirs can rent or purchase a home if they so choose.

In order to sell a Home, a homeowner should have a Buyer, and conduct the sale through a Real Estate Agency. When the homeowner wants to move, they must contact the City Council and the Real Estate Agency.

The Council will pay out the homeowner's Home Ownership Right as an expense.

Council's benefit: (The City Council gains income from the property taxes, and it gains income from any Home Ownership Rights fees that are paid to them.)

The homeowner, getting back their Home Ownership Right money, will then give half of that Right to the buyer, and half of it to the Real Estate Agency (unless the realtor has other fees for their services which is decided before the sale of the home). OR, if there is no buyer, they'll use their Home Ownership Right money to buy another HOR...or not, if they plan on renting.

Homeowner's benefit: (The homeowner keeps their networth, which is the sum of all household value and the household's cash from the move, minus money owed on the mortgage (if they don't have a Buyer), but loses their Home Ownership Right, and must purchase a new one in order to buy another residential property.)

The Buyer will gain half the monies they need, and must already have the other half of the money they need in order to purchase a Home Ownership Right from the Council. Then they must register the property sale with the Archive Librarian.

Buyer's benefit: (The buyer only has to save up enough money for half of a Home Ownership Right, but they also must have the 10% of the current listed price of the home. Meaning: They pay 10% of the current mortgage balance, and take over the mortgage payments from there. If the mortgage is paid off, they pay 10% of the current listed price.)

The Real Estate Agency gains half the value of a Home Ownership Right as income for their agency; a commission....in other words. Unless the realtor states differently in their contract which is decided on before the sale of the house.

Examples:

Selling the house to a Buyer before the Mortgage is paid off: A Sim finds a property listed at $30,926. Their Home Ownership Right is $10,000 plus 10%, which is $3,092. They can purchase and move into that home for $13,092.

($30,926 minus $3,092 = $27,834 (the amount mortgaged).

If they sold their home after living in it for only 30 simdays (6 payments), they would've paid $12,000 on the mortgage. (because the owner pays $2,000 property taxes due every 5 simdays.)

The new Buyer of the home would take over the mortgage at $15,834. Paying $10,000 for the Home Ownership Right plus 10% of the current mortgage balance, which is now...$1,583.00 The Buyer can purchase and move into the home for $11,583.

Selling the house to a Buyer after the Mortgage is paid off: Once a homeowner pays off their mortgage and sells their property to another buyer, the current listed price goes to...$34,018. (Which is the original listed price, [$30,926] plus the 10% put down to move in, [$3,092].)

In essence, property values can rise over time...with each new owner of the house adding their 10% amounts to its current listed price value.

If a homeowner loses their property due to default payment on taxes, the City Council retains the Home Ownership Right, and can either rent that property, bulldoze it, or donate it. Otherwise, another private sitizen will have to purhase their own Home Ownership Right to move into that property.

If any Sim, renter or homeowner, is a multiple time offender of the rules, they will no longer be able to rent or purchase property in Blueberry Bluff and will have to move elsewhere to live, that's right...emigrate.

In matters of Heirloom (see Inheritance Laws), an heir will just take over the house and continue the mortgage payments, if necessary, or pay the reduced tax every 7th simday.

On behalf of the City Council of Blueberry Bluff, I would like to say welcome and thank you for choosing to make our lovely town your home! The City Council is working hard to meet all the needs of our sitizens, and every voice is heard. We would all like to see Blueberry Bluff grow into a sprawling and successful community, and we are taking measures to reach that goal. Already, we have seen to the construction of some of City Hall and are planning the construction of some core buildings for the community: the Hospital, Police Station, Elementary and High Schools, for example. New apartment buildings have been built (thanks to the wonderful contractors and builders from our neighbors at Harper's Cove), and are already almost full! Please check the real estate listings for more information on these buildings. You can also contact our Office of Tourism or our Business Advisor if you are interested in renting one of the apartments. The City Council has a full agenda for Simdays 1-7, and we would love for you to be a part of our growing community! It's an easy and effective way to increase your sales and clientele base, and take your business to the next level! What can be featured in a commercial?

If you're there when news happens in your town, Channel 9 Eyewitness News wants to know about it! We feature news stories from all over Sim Nation, and we want to hear news from your town! Read the instructions below on how to send in your news stories to be featured on Channel 9 Eyewitness News.

What you need:
--a news reporter
--Your news reporter is the person in your town who interviews people, writes up the news stories, and who is shown on the air during the news.
--The Blueberry Bluff news anchor (Mayra Stark) will cue to you when it is time for your news story, so make sure the reporter is in some of the photos you submit. For an example check out our first airing of the news for Simday 1 (pictures 2, 4, and 5).
--An acceptable news reporter can be male or female, but must be of the age of adult or elder.

What qualifies as News?
--crimes such as murder, kidnapping, vandalism, etc.
--mysterious deaths, robberies, etc.
--paranormal activity
--local politics, elections, scandals, etc.
--any story that would be featured in your local newspaper

What to send in:
--between 3 and 5 pictures per story (can be fewer or less depending on the story, however the average story should have between 3 and 5 pictures)

Interview with Mayor and Council Meeting

Hello and welcome to Channel 9 Eyewitness News, your source for news as it happens. I'm Mayra Stark, your Blueberry Bluff News Reporter. Today there are two news stories from Blueberry Bluff.

As you all know, Blueberry Bluff held it's first City Council Elections on Simday 1. Lucas Eberlee was elected Mayor of Blueberry Bluff, and his four other Council Chairs were decided. I was able to get an interview with Mayor Eberlee soon after his election. In his first interview with the media, Mayor Eberlee answers the questions you want answered.

Mayra Stark: Good afternoon, Mayor Eberlee. Were you surprised when it was revealed that you had won the election for Blueberry Bluff's first Mayor?

Mayor Eberlee: Not at all, Ms. Stark. I have been preparing for this opportunity my entire life, and I feel that I have earned this position and the respect and trust of the sitizens of Blueberry Bluff. I am truly honored.

Mayra Stark: And now that you have the position, what are your plans for your first period in office?

Mayor Eberlee: That is a wonderful question. There are many things right now that Blueberry Bluff is in need of, being a brand new town and all. It is definitely something that my Council Chairs and I will have to decide on. We won't be able to accomplish everything, but we can make a good start and pave the way for future Councils. That being said, I hope to establish a banking system, help encourage and make it possible for sitizens to begin building small businesses, and see to the construction of necessary community buildings such as a hospital and police station.

Mayra Stark: That is a lot of items on your list, Mayor. Do you think the City Budget will allow for all of those things to be completed during your term?

Mayor Eberlee: My Business Advisor and I are working very closely together to insure that we do not go over our Budget. We are trying to come up with ways to make the most of the City's money and still accomplish all of our goals. If we can just provide the foundation, future Councils can expand and add on to them. This town will not become large and prosperous overnight, and we do not expect it to. We are just trying to make it functional as a community and provide all of the necessities to our sitizens.

Mayra Stark: To cushion the Budget, will you be enforcing new taxes? Or adding more fees or fines? What about raising already existing taxes and the like?

Mayor Eberlee: That is definitely a thought. However, for this first period we are going to keep things the way they are. This system seems to work just fine for other towns, and we hope it will for Blueberry Bluff as well. If taxes are raised or added, it will be in the best interest of Blueberry Bluff as a whole, and will be plausible for every sitizen to pay those taxes. We're not trying to bankrupt our residents!

Mayra Stark: Well, thank you Mayor Eberlee for taking the time to answer your sitizens' questions. Congratulations on your new office, and good luck! And may I say, you have a lovely view from your new office!

Welcome back. Our next story comes straight from Blueberry Bluff's City Hall where the new City Council just had it's first Council Meeting. Channel 9 Eyewitness News was there in order to bring you the most accurate news from the place you live.

The first ever Blueberry Bluff Council Meeting took place on Simday 1. The entire Council (including Advisors) met in the new meeting room on the first floor of City Hall. This meeting room has been named the Lucas Eberlee Meeting Hall in honor of Blueberry Bluff's first Mayor, Lucas Eberlee. The room can sit 22 people, including the Mayor who sits on the stage overlooking the assembly.

The four other Council Chairs have reserved seats in the front row. The seats are distinguishable by their different color than the other seats; a mark of honor and position.

The room is quite full with people, due to the fact that every single Council Advisor must attend these general Council Meetings. There are a total of 20 Advisors including the Council Chairs and the Mayor. Reporters from the popular Blueberry Bluff media groups are allowed in the room as well.

This first meeting started with a speech from Blueberry Bluff's new Mayor, Lucas Eberlee. He welcomed all of the Advisors, and congratulated the Council Chairs on their new appointment to office. He started out with a brief outline of how the Council meetings would work (adapted from Robert's Rules of Parliamentary Procedure found here).

Then Mayor Eberlee opened the floor for any Advisor who wanted to bring something for discussion. The first Advisor to take the floor was Medical Advisor, Annika Kincade. Ms. Kincade pointed out to the Council the urgency of Blueberry Bluff's need for a hospital. With the already growing number of sitizens, it is a major concern that sufficient medical care is not available to residents. What happens if someone were to get sick, injured, or pregnant? She also proposed that Blueberry Bluff adopt a health insurance policy much like other towns. Law Enforcement Advisor, Darius Hadley, was the next Advisor to take the stand. Mr. Hadley urged the Council to begin plans to build a police station and jail. Without this facility, crime control in Blueberry Bluff is almost impossible.

Mayor Eberlee took the podium again and proposed a new plan for Child Support, which seems to be a success in other towns as well. Although this plan is not needed at the moment, it will at least be in place should the need arise. The Mayor also talked more in depth about the details of buying and selling homes in Blueberry Bluff, along with details about renting apartments in the Council-owned properties such as the popular Strawberry Lane Apartments. There was much debate in the meeting about all of the issues discussed. It seems everyone had a different opinion about what was most urgent for the community and what could wait until later. In the end, everything was settled. The only thing left to do is for the Business Advisor to review the budget and come up with a plan of action.

It was a pretty successful first meeting of the City Council. But the Council has learned that no matter what you do, you have to do what's best for the community as a whole. You can't make everyone happy.

I have set Blueberry Bluff up with an email address which I feel will enhance our means of communication with other sims communities. It is part of my job as the Gamer Advisor to keep our lovely town up to date with the latest technological and electronical infrastructures, which includes lines of communication.

That being said, email is not the way to contact us for every reason. There are certain instances where you would be better off using email, and other instances where leaving comments on the website would better suit your needs. Outlined below are reasons for each form of communication:

On Simday 1 a momentous occasion took place in Blueberry Bluff. Not only was it the first official day of recorded history for the new town, but it was also the day of the first ever Council Elections! Signs were posted all over town in an effort to win over the voters. Signs such as these were a familiar sight leading up to election day:

The time finally came to see if all those signs really worked; it was time to vote! Voting booths were set up in the brand new City Hall, and volunteers were trained on how to register sitizens to vote, and how to collect and count ballots. One such volunteer was Avery Collins. Ms. Collins was very excited about the voting process, and to be a part of the first ever voting team in Blueberry Bluff. According to Ms. Collins, "the voting process went rather smoothly...there were only a few instances where sitizens did not know how to fill out the ballot." She also stated that "counting of the ballots was done numerous times, and we are 99% sure we counted correctly!"

There were two steps to the voting process. The first step was registering to vote. Along with this process was a quick verification and check in, to make sure each sitizen only voted one time.

The line for the check-in and registration grew throughout the day, until the line had to snake out into the hallway. Volunteers and sitizens alike commented that they hope to change the voting process so that long wait times are diminished.

The second step of the voting process was to go inside the voting booth and fill out the ballot. The lines for the voting booths were just as long as the registration line. Voters were in line for an average of 20 to 40 minutes; a time that is not too different than most other elections across Sim Nation. Volunteers were almost happy to see the long lines which meant that a good number of sitizens were turning out to vote.

Among the sitizens who turned out to vote were two of Blueberry Bluff's local celebrities: Willow Walker (actress) and Julia Vasser (singer). The stars waited in line with the rest of Blueberry Bluff's sitizens, and entertained the voters during that time by signing autographs. Julia Vasser even sang a few songs during the wait, much to the appreciation of her fans. With the company of two such wonderful women, the time flew by for the voters!

I was able to catch up with the starlets and talk to them about their first time voting. Both women were very excited to be a part of the first election day, Julia said "if we can get more people to come out and vote just by showing up and standing in line, then that's a success for the entire town and we're happy to do it." Willow chimed in, "what reason does anyone have not to vote? It's a no-brainer to me...I want my voice heard." It was truly inspiring to see such support from the community in our first voting process.

Finally at long last, every last sitizen cast their vote and the results were tallied. So, without further ado, here is the first ever Mayor and City Council Chairs of Blueberry Bluff:

Elections

~ The Hood Council consists of 5 members. These members are the top 5 Advisors. If less than 5 Community Advisors qualify, the remaining members must be found through regular election.

~ Any adult Sim who lives in Blueberry Bluff can be an Advisor representing their career track. The sim in that career track with the highest community score (skills x political interest x # of friends) is elected to be that career's Advisor. An election is held to determine the top 5 Advisors who will form the City Council, based on community score.

~ The Hood Council member with the highest community score is the Council's leader and the town's Mayor and Spokes Sim.

~ One household can not house more than 2 Community Advisors at the same time.

~ A Council Member can be replaced or impeached due to any of the following reasons: reaching the age of Elder, if they cannot perform their duties for any reason, if they succumb to death, or if they commit some serious transgression of the law.

~ Council members and Advisors hold their position for a total of two periods (14 simdays), unless removed for any of the already mentioned reasons. Elections will be held on the 12th day of the their term to determine new members and advisors. Any sim may run for office for a second term or more, provided they do not become elders during this time.

Council Salaries

~ The Council Advisors are paid §3,000 every 7th simday. The Council Chairs are paid $6,000 every 7th simday (but do not collect the $3,000 Advisor pay). The Spokes Sim is paid §12,000 every 7th simday (but does not collect the Advisor or Chair pay).

Council Owned Properties

Any property paid for by the City Council can be turned into privately-owned businesses. The City Council must approve this transaction. These properties must be used in the same way, for example, the library must remain the library...the only difference is that they are privately-owned by a Sim. No Business Certificate is needed in this case because the new owner will purchase the lot at its full listed price. Therefore, no Business Right will be necessary. The Council will relinquish any responsibility for maintenance and renovations. (*See the Budget and Real Estate Directory, for all Council-owned properties and their listing prices.)

Immigration/Emigration

Immigration: We welcome up to 3 new households every 7 simdays.

Emigration: A household can leave Blueberry Bluff at any time, unless money is due to the Council. A Sim is considered a fugitive if he moves to another neighborhood before serving time in jail.

Rent

Rent is pre-determined by the owner of the property in accordance with Council laws and housing regulations. Rent is due every 7th simday.

Taxes

Each household (homeowners only) must pay $2,400 property tax every 7th simday.
$700 property tax every 7th simday, if mortgage is paid off.
$1,000 per student going to University.
$1,000 Immigration tax per household moving in/joining. A one-time payment due on the 7th simday. (Founders are exempt from this tax.)
$5,000 employee tax for every additional employee hired. (The Business Certificate already covers one employee.)
$15,000 Business Certificate (see below for an explanation)
1% of earnings from produce sold on a community lot, outside of a residential farm or home garden.

Fees

$1,000 to switch from Public to Private School
$1,000 per wedding at a posh, upscale community lot.
$1000 per funeral for an expensive burial/cemetery location
$500 per wedding at City Hall
$500 per funeral for a cheaper burial/cemetery location
$25 for each pet, whether the pet was adopted through regular adoption, or bought from a resident.

Fines

$2,000 if garden/yard is not maintained
$500 - Public Fighting (plus offenders spend two nights in jail.)
$200 - Public Assault

$200 - Vandalism (bubbles in fountain, knocking over garbage cans, etc.)
$100 - Stealing a resident's newspaper
$100 - Disturbing the peace

Insurance

$70 per period per adult/elder for health insurance
$30 per period per child (under 18) for health insurance
$30 doctor's office copay
$500 deductible

Child Support

--1/2 each child's health insurance
--1/2 child's hospital bills (deductibles and co-pays)
--1/2 maternity related hospital bills (labor and delivery, check-ups, emergency care, etc.)
--1/2 college tax and fees
--20% of income for well-being and miscellaneous expenses (total, not per child)
--due every 7th simday

Council Awards

A University student is awarded $15,000 for graduation, Suma Cum Laude.
$10,000 for graduation, Magna Cum Laude.
$5,000 for graduation, Cum Laude.
(all Founders were exempt from receiving these awards)

Wellfare Program

A household can apply for one-time support of:
$3,000 for special needs
$3,000 one-time payment for an Adoption
$1,000 for buying clothes (kids and teens only)
$1,000 for paying bills and food
$1,000 for emergency healthcare

Sim City Bank

Any Sim can apply for a bank account.

You can choose to buy either a bank book and/or a credit card, and make your bill payments from it, and also keep a savings account.

ATMs will be installed around the neighborhood to allow you easy access to quick cash if you need it, once the bank is up and running.

Any loans taken out will have to be paid in 25 simdays, or the Repoman will pay your home a visit.

Home Ownership Rights

Only Settled-in Sims can purchase a Home Ownership Right.

Home Ownership Rights include:

Land Right: The right to land on Strawberry Lane costs $5,000 per lot. On Tangerine Avenue, it's $10,000. When the population expands, more streets will be added for residential zoning. Fees will be assessed at that time. A Land Right is connected to a specific address, and the right can be bought, sold, or inherited. A Land Right is paid to the Council and does not include a Build Right, but is required before you buy a Build Right.

Build Right: To make use of a Land Right you will need a Build Right. The Build Right on Strawberry Lane costs $5,000 and on Tangerine Avenue, costs $10,000. This fee is also paid to the Council.

In summary, because you need a Land Right in order to get a Build Right, the total value of a Home Ownership Right on Strawberry Lane is $10,000 and on Tangerine Avenue, it is $20,000. These fees are paid to the Council.

Furthermore, a Sim must have 10% of the listed price of a property available and paid to the Council, in order to purchase that property.

Community Lots

Residents can buy a business after negotiating a deal with the Trades Office, headed by the Business Advisor. A Business Certificate must be purchased.

THE BETTER BUSINESS PROGRAM:

Business Certificates (BC): A Business Right that is required to run any Community Lot Business.

Anyone can buy a BC and a community lot, they just have to be an Adult or Elder. There is no need for particular skills or job. Running your own business is beneficial to any entrepreneur. The OFB Business Deal came with perks and incentives that make it worthwhile.

You must apply for a Business Certificate by filling out an application with the Business Advisor, at City Hall. When the bank is built, the Business Advisor's office will be moved to that location. This application is approved by the Business Advisor and the type of business is registered and categorized with the Archive Librarian. At this time, there is no limit to how many Community Lot Businesses Blueberry Bluff can have.

Your business certificate will be dedicated to one of the following categories:

Trades (stores selling ie. clothes, groceries, games, magazines, etc.)
Foods (restaurants, cafes, bars)
Pleasure (clubs, amusement, gaming, gyms)
Services (offices, travels, social services, real estate, etc.)
Agriculture (farming, residential lot.)

Your BC will be connected to one particular community/farming lot. Each lot can hold only one BC, and each BC can be used with only one community/farming lot. The BC cannot be moved to a different lot later, neither can the category of the BC be changed. As soon as the BC is connected to a lot it cannot be split. (*See what nullifies a BC below.)

Before your business is running and considered operative, you will need 3 things to get it started:

Business Certificate, $5,000 (tax for operating a business)
Community Lot, $5,000 (the right to use a particular building built on a Community Lot.)
Employee, $5,000 (this amount is due for each employee hired, as a hiring tax.)
All costs except the Employee Tax, are a one-time cost.

The value of the BC will not change over time, but the value of the business will. And, if you pass your operative business onto an heir, the value will still be $10,000 + the current business value +$5,000 per employee. If you sell your business, you must first fire the employee(s), and the value will be just $10,000.

A community/farming lot can be bought from the Hood through purchasing a BC, or a community/farming lot can be purchased from any other local Sim who already owns a community/farming lot. So, any Sim taking over a business after purchasing it from a local Sim, will obtain the BC connected to it, and the category for which it was registered under.

*A Community/Farming Lot can be bulldozed in order to build a different type of lot in it's place, whether community/farming or residential. A bulldozed lot is no longer tied to a BC. To bulldoze a Community/Farming Lot, the owner of the lot business must get approval from the Hood Administration, and pay $10,000 for the excavation. If approved, the money can be transferred right away.

Farm Rights

Although Farming Rights are required for serious farming, you don't need them to just grow a little in your back yard. Any homeowner/renter is allowed to grow up to 5 plots of land, which normally equals 5 plants. This is enough to add to the household budget, but nothing more. Depending on what plant you choose, you will make up to $12 per plot, per simday.

A farm needs at least 4 Farm Rights, which allows a farmer to grow quite a bit of produce, and will generally need at least two Sims working the land.

Any produce sold outside of a residential farm, or home garden, ie. on a community lot, requires that 1% of those earnings be paid to the City Council in a Produce Tax. See Taxes above.

Each Farm Right allows for 5 more plots of land to be grown:

0 Farm Rights: up to 5 plots
1 Farm Right: up to 10 plots
2 Farm Rights: up to 15 plots
3 Farm Rights: up to 20 plots
4 Farm Rights: up to 25 plots
5 Farm Rights: = Farm Status, unlimited, but minimum 50% of produce must be one chosen product, the other 50% can be mixed.

The value for a Farm Right is $1,000, per Farm Right. Rights can be passed on through inheritance, traded, or sold. To ensure no lot owner holds Farm Rights without growing anything, inactive Farm Rights must be made available to others for $1,000 after 7 simdays of inactivity.

To start farming:

- Purchase Farm Rights if planting more than 5 plots.
- a BC (Business Certificate) is required if purchasing a Farm to live on. Contact the Business Advisor and he will trace the available Farm Rights and Business Certificates.

*A homeowner/renter can purchase up to 20 plots on his residential lot, without his home being regarded as a farm.*

Charitable Donations

Any household can decide to give money in charitable donations to any organization or business they choose, for whatever amount they choose, but they must do so without seeking favors from said organization or business.

Contests

The City Council and any other community group has the right to organize contests and fundraisers to raise money for the use in community projects.

Laws of Inheritance

Possessions are officially transferred from Possessor(s) to Heir(s) on the day the Possessor dies. Any tangible item(s) that are handed out in advance must be registered with the Archive Librarian, and will be taken into account on that final day.

The Inheritance is the sum of all possessions. Including houses, cars, networth, accounts, rights, and businesses. Inheritance is automatically divided between the deceased's family and friends. This distribution is automatically set up by the laws of SimCity, and has no bearing on Blueberry Bluff and its Administration.

The Heirloom, however, is the division of all tangible item(s), like houses, cars, and furniture. The Heirloom is regulated through Blueberry Bluff and its Administration, and is required to be reported to the Archive Librarian.

Possessor:

Possessor is the one who passes on his valuables to his heirs. If the Posessor is married for more than 10 simdays, they will each normally own 50/50 of the heirloom. If the spouse is still alive, the heirs won't neccesarily receive their heirloom. Heirs can get their heirloom by means of the Chain of Inheritance. (*See below.)

Heirs:

The Law of Inheritance deals with the total values. Inheritance is equally shared by all heirs. Regarding the Heirloom, the possessors (and heirs) are free to decide what item shall be inherited by what heir. If there are no such decisions, the Chain of Inheritance goes into effect.

Chain of Inheritance:

1. Spouse: Required: If the spouse has been married to the deceased for at least 10 simdays, the spouse owns 50% of the heirloom. The other 50% can be distributed through the remaining Chain of Inheritance. The spouse of the deceased can decide to "step back" from his/her heirloom, so that the children may gain more than their rightful due, however the children must provide the widowed Sim with a place to live.

2. Children: All children of the deceased Possessor. Includes adopted children and any children born outside of the marriage (if the deceased has claimed them.)

3. Siblings: If there is no spouse, and there is no children, all sisters and brothers of the Possessor will inherit the heirloom.

4. Friends: If there are no siblings and no children or spouse, then the heirloom is divided up between the deceased's friends.

5. Administration: If none of the above, the heirloom value is taken by the City Council.
